It gives me immense pleasure to connect with you through the official website of the Crime Investigation Department (CID), Maharashtra State.
The CID was established in 1905 as the premier investigation agency of Maharashtra State and has been undertaking serious, sensational and complicated investigations including economic offences. These are entrusted to CID by the State Government, the Higher Courts and DGP Maharashtra. The State Crime Records Bureau (SCRB) is an important division of CID which maintains data and statistics pertaining to crime and criminals for the entire State. It also has a Finger Print Bureau (FPB), the Documents Examinations Bureau and Dog Training Centre rendering valuable assistance in investigation.

Crime and Criminal Tracking Network and Systems (CCTNS) is an ambitious project of Govt. of India and CID is the nodal agency for its implementation in Maharashtra. The most important component of CCTNS is its Citizen Portal. This Portal offers 25 services to the citizens. ICJS (Interoperable Criminal Justice System) is an integral part of CCTNS and provides a platform for exchange of data across different pillars such as Police, Courts, Prisons, Prosecution and Forensic Labs, besides extensive search facility across all the pillars.

सीआयडीची स्थापना 1905 मध्ये महाराष्ट्र राज्यातील प्रमुख अन्वेषण यंत्रणा म्हणून झाली. राज्य सरकार, उच्च न्यायालये आणि डीजीपी महाराष्ट्र यांच्या निर्देशांनुसार आर्थिक गुन्ह्यांसह गंभीर, संवेदनशील व गुंतागुंतीच्या प्रकरणांची चौकशी सीआयडी करते. स्टेट क्राईम रेकॉर्ड्स ब्युरो (एससीआरबी) हे सीआयडीचे महत्त्वाचे विभाग असून संपूर्ण राज्यातील गुन्हे व गुन्हेगारांचा डेटा आणि आकडेवारी राखते. तसेच फिंगर प्रिंट ब्युरो (एफपीबी), दस्तऐवज परीक्षक शाखा आणि डॉग ट्रेनिंग सेंटर अन्वेषणात महत्त्वाची मदत करतात.

गुन्हे व गुन्हेगार ट्रॅकिंग नेटवर्क व सिस्टीम (CCTNS) हा भारत सरकारचा महत्त्वाकांक्षी प्रकल्प असून महाराष्ट्रात त्याची अंमलबजावणी करण्यासाठी सीआयडी ही नोडल एजन्सी आहे. सीसीटीएनएसचा सर्वात महत्त्वाचा घटक म्हणजे नागरिक पोर्टल, जे नागरिकांना २५ सेवा उपलब्ध करून देते. आयसीजेएस (Interoperable Criminal Justice System) हा सीसीटीएनएसचा अविभाज्य भाग असून पोलीस, न्यायालये, कारागृह, अभियोजन आणि न्यायवैद्यक प्रयोगशाळा अशा सर्व स्तंभांमधील डेटा देवाणघेवाणीचा तसेच व्यापक शोध सुविधांचा प्लॅटफॉर्म उपलब्ध करून देतो.

Sections Of CIDसीआयडीचे विभाग

Computer Section

COMPUTER SECTION The general control of the Computer Section is vested with Addl. Director General of Police, CID, MS, Pune, who is assisted by Spl. Inspector General of Police, SCRB, Supdt. of Police (Technicle Services). DySsP are deputed at Ranges & Commissionerates, who supervise working of computerization projects in respective Ranges & Commissionerates of Maharashtra. Crime Criminal Information System (CCIS) The Crime Criminal Information System is implemented in all 45 units of the State & SCRB, MS, Pune with effect from 1st January 1998. The Seven Integrated Investigation Forms viz. First Information Report, Crime Details, Property Search & Seizure Form, Arrest/Court Surrender Form, Final Form / Report, Court Disposal Form, Result of Appeal Form formed the base of CCIS Application. Reports on Crime & Criminal, Property, Matching Reports, and Statistical Reports & Miscellaneous Reports are generated through CCIS at respective units. Common Integrated Police Application (CIPA) In view of computerizing the police station, CIPA was implemented by NIC/MHA, New Delhi. Following are the CIPA functionalities 1) Registration 2) Investigation 3) Prosecution 4) Information Reports / Queries 6) State Specific Functions. CIPA was implemented in three phases in Maharashtra CIPA Phase – I :- Implemented in 127 Police Stations of nine Commissionerates (Except Mumbai City) from 1st Sept. 2007. CIPA Phase – II :- Implemented in 190 Police Stations of 8 Units viz; Kolhapur, Pune Rural, Raigad, Ahmednagar, Jalgaon, Nashik Rural, Dhule & Nandurbar from 01/01/2009 CIPA Phase – III :- Implemented in 41 Police Stations which included 16 Police stations of Ratnagiri District and new police stations of Phase I & II w.e.f. 25/07/2009 Crime & Criminal Tracking Network & Systems (CCTNS) CCTNS has evolved as a Mission Mode Project (MMP) under the National e-Governance Plan (NeGP). Proposed to be implemented in all Police Stations and all Supervisory offices of Maharashtra State. Various committees viz; State Apex Committee under chairmanship of Chief Secretary, GoM., State Empowered Committee under chairamanship of DGP, MS, Mumbai and State Mission Team under chairmanship of Addl. DGP, CID, MS, Pune have been formulated for monitoring and ensuring smooth implementation of the project. CID, MS, Pune is the nodal agency for implementing CCTNS project in Maharashtra and Spl. IGP, SCRB, CID is the nodal officer for this project. M/s Pricewaterhouse Coopers Pvt. Ltd. is appointed as State Project Management Consultant and Monitoring Unit for CCTNS Project in Maharashtra. M/s Wipro is appointed as System Integrator and BSNL is the Network Service Provider under this Project. The Project Components are 1) Software (Centre CAS & State CAS) 2) Hardware 3) Network Connectivity 4)Data Digitization & Migration 5) Integration with existing Applications 6) Capacity Building & Change Management 7) External Interfaces (Passport, Transport, Courts, Jails). Objectives Sharing crime and criminal information across states and across the country Sharing intelligence across the states, across the country Enhancing tools for investigation, crime prevention, law & order maintenance, traffic management etc Improving service delivery to the public/ citizen/ stakeholders Enabling easier and faster analysis of data Increasing operational efficiency A District Computer Training Centre (DCTC) has been established in all units of Maharashtra State for imparting training to police officers and policemen on basic computer awareness modules as per the syllabus of NCRB, New Delhi. In all, 66 DCTCs are established where training is being imparted to the officers & men on regular basis.

Law & Research

LAW & RESEARCH, C.I.D., M.S , PUNE S.P.(L&R) supervises Anti Dacoity and Robbery Cell, Statistical Branch, Forged Currency Notes Branch, Modus Operandi Bureau, Social Security Cell, Narcotics Cell and Library. Data on Crime and Criminals is compiled by these branches for the purpose of analysis and research of professional value. Anti Dacoity and Robbery cell liases with anti dacoity squads at unit level and prepares analytical weekly report. Statistical Branch compiles Crime and Criminal statistics from the State. MOB maintains information of the various criminals. Social Security Cell monitors information about offences related to women and children. Special Crime Cell maintains the information about Terrorist Crime, Naxalite Crimes, crimes related NDPS, crimes related to firearms and explosives. Gazette Section deals with correspondence related to material for publication in the gazette. A library is maintained in the C.I.D. headquarters. S.P.(L&R) is also the Public Information Officer for C.I.D. Headquarters.

Finger-print Bureau

FINGER PRINT BUREAU FINGER PRINT BUREAU (FPB) IN MAHARASHTRA In Maharashtra, Finger Print Bureau was established in 1899 at Mumbai under the control of Inspector General of Police, Bombay Presidency. At present main finger print bureau is situated in Pune under administration of Criminal Investigation department of M.S., Pune. There are 3 regional Bureaus at Mumbai, Nagpur and Aurangabad, which are engaged in recording and searching finger impression slips of arrestee and retrieval of chance prints found at scenes of crime. Advance Computerized FACTS (Finger Print Analysis and Criminal Tracing System) has been installed and has become functional from July 2004. A central server installed at Pune is linked with 41 Police Units. Finger Print Data of more than 3,60,000 criminals has been updated on the “FACTS”. More than two hundred persons are working at 4 bureaus and 41 Dist Units, continuously with modern equipments to handle Finger Print work for investigation. WORK OF THE FINGER PRINT BUREAU Recording finger-print slips of Convicts Arrestee. Searching of fingerprint slips, referred to it to ascertain antecedents. Comparisons and opinion on finger-impressions on documents in civil and criminal cases received from courts and other agencies. Comparison of latent prints and giving opinions, when required. Hand Writing Section

Organization The Handwriting and Photographic Bureau renders expert advice to Police agencies, Courts and State Govt. Departments through examination of handwriting, signatures and other related problems of disputed documents. The first bureau for expert examination of handwriting was opened in the State C.I.D.. of Pune in the erstwhile Bombay State vide GR HD No. 606/4 dt. 31/3/1939. The bureaux at Mumbai and Nagpur were created vide GR HD No. CID/2256/63738-V dt. 16/04/1958. The bureau at Aurangabad was created vide GRHD No. FPB/2413/I-VIII-P, dated 19/04/1976. A photographic unit was also attached to these bureaux in the year 1948, which was expanded vide GRs of the year 1958 and 1976 giving rise to four units at Pune, Mumbai, Nagpur and Aurangabad. Staff Chief State Examiner of Documents,Pune Chief Expert of the State Government in matters relating to Handwriting and Other questioned documents. Head of Handwriting and photographic bureaux. Responsible for the General Management, supervision, Maintenance of discipline and efficient working of all the Bureaux in the state. Addl. Chief State Examiner of Documents, Mumbai Head of the Regional Unit of Mumbai, responsible for General Management. State Examiner of Documents Pune, Aurangabad,Nagpur Head of Regional Units at Nagpur and Aurangabad, responsible for General Management. Asstt. State Examiner of Documents, Pune, Mumbai, Nagpur, Aurangabad Examiner of questioned Documents at Pune, Mumbai, Nagpur, Aurangabad. Mumbai unit attends the work of Handwriting cases of Brihan Mumbai, Nagpur unit attends cases of Vidharbha region. Aurangabad unit attends cases of Marathwada region. The Handwriting section of Pune attends cases from the remaining parts of the State. Nature of Work The Examiners of Documents are required to examine Questioned Documents in connection with Identification of Handwriting and Detection of Forgeries including problems of the following nature :- 1. Questioned signatures. 2. Fraudulent alterations. 3. Genuine document erroneously or fraudulently altered. 4. Anonymous letters for their authorship. 5. Authorship of superscriptions. 6. Sequence of writings. 7. Mechanical and Chemical erasures. 8. Identification of typewriting, printed material. 9. Ascertaining genuineness of Rubber Stamp impressions. 10. Threatening Letters, suicidal notes, Chits found at Scene of Crime. The most common disputed documents are indicated above and they may be in the form of drafts, orders, contracts, agreements, assignments, wills, deeds and the like. Tickets of different kind, rare stamps, valuable manuscripts, certificates, letters of introduction or recommendation, degrees and diplomas, court papers, autographs, letters from or signed by famous personalities etc. Examination of Questioned Documents Questioned documents are examined carefully in original by the examiner of documents with the help of magnifying apparatus under different magnification and with the help of different lighting conditions such as direct light, oblique light, transmitted light and also ultra violet light. They are examined under stereoscopic microscope, Video Spectral Comparator, Poliview. Examination of documents is aided by enlarged photographs which are prepared in photographic sections. Photographs obtained with special technique by making use of microscope, ultra violet rays are also used in examination of certain types of Questioned documents. Expert opinion based on such examination is furnished to the Officers or agencies referring cases to the state C.I.D.. Evidence of Examiner of Documents Examiner of Documents gives evidence in the Court whenever called upon to do so in order to prove their findings on Questioned documents. Evidence of Examiners of Documents. Examiners of Documents will give evidence in the court whenever called upon to do so, in order to prove their findings on questioned documents. For the purpose they will undertake tours whenever necessary. The summonses from courts will be sent to the Additional Director General of Police, C.I.D. (Crime) M.S. Pune well in advance giving details of the expert opinion required. Assistance to Prosecutors. In those cases in which the Examiners of Documents are summoned to give expert evidence, they will assist the Prosecutors or Advocates in charge of the cases, in the cross-examination of expert witnesses giving evidence on the opposite side. In all such cases the prior approval of the Addl. Director General of Police, C.I.D. (Crime) M.S., Pune will be taken. Training. The Chief State Examiner of Documents will impart training to the Assistant State Examiner of Documents newly appointed in the State. He will also impart training to officer trainees by other States. Lectures. The Chief State Examiner of Documents will deliver lectures to Sub-Inspectors under training form Maharashtra Police Academy, Nashik and other Police Training Schools in the State. Inspection. The Chief State Examiner of Documents will inspect the Handwriting and photographic Bureaux at Mumbai, Nagpur and Aurangabad once a year.

Dog Training Center

DOG TRAINING CENTER, CID, M.S.PUNE The dog training center is situated at Shivajinagar Police Head Quarters, Pune. It is existence since 1965 as part of State ,CID,M.S.,Pune. Regular and refresher dog training courses are organized by Chief Dog Master under supervision of Addl. Supdt. Of Police. There are four dog trainars of the rank of H.C. and attendants working under the Chief Dog Master. There are 92 Dog units at District places and Commissionerates in the State. Each Dog Unit is headed by an officer of the rank of PSI.The initial training period of six months. However, this duration largely depend on the ability of Dog. Generally the training consist of the following phases- Initial Training Course Obedience Training Detection of Explosive and Norcotics Tracking Refresher Training After successful completion of training, the dogs are sent back to their respective units. Officers from the training center.visit various units periodically for inspection and examination of the fitness of the dogs on duty.

Organization The photographic section of the Handwriting and Photographic Bureau renders assistance to the Police by taking photographs of Questioned Documents examined by the Examiner of Documents and detection of Finger Prints. To assist in the photographic work at Pune, Mumbai, Nagpur, Aurangabad. Charge The photographic section works under the local Heads of the units of Handwriting and photographic Bureau. Scope of Work The section undertakes work of the following types :- Documents photography in cases dealt with in the Handwriting sections. Photographing finger prints including chance prints. Photographing M.O.B. type criminals, externees etc. Identity cards of officers. Visits to serious, sensational and important cases Functions The staff of the photographic sections, whenever required, go out to take photographs of scene of crime and of chance prints etc. They also attend courts and give expert evidence. In taking photographs of the chance prints found at scene of crimes, they are photographed only when they are examined and found fit for being photographed by finger print experts. M.O.B. Photographic Centres. The M.O.B. Photographic centres at Pune, Thane, Aurangabad and Nagpur will work under the supervision of the Chief State Examiner of Documents. He will inspect the centres once a year.
